  1. The state of the promoter is represented by the row name and the column name. For example, the first row and the second column has RNAP=0 and (TF1, TF2)=(1,0), which means the promoter is bound by TF1 only. The quantity in a cell represents the ratio between the probability of a particular state and the probability of the base state (no RNAP binding and no TF binding).
